Altinn system access
In order for you to report, retrieve, and send data on behalf of your customers directly from Periode & År, a system access (systemtilgang) must be established with Altinn 3.
A system access functions as a secure, digital bridge (a technical integration) between Periode & År and Altinn. It ensures that the system receives the necessary authorizations to perform tasks on behalf of your clients, without requiring you to log in manually to the Altinn portal every time.
In Altinn 3, the old Altinn roles have been replaced by access packages. In Periode & År, you manage the system access separately for each of the four supported access packages:
- Regnskapsfører med signeringsrettighet (Accountant with signing rights)
- Ansvarlig revisor (Responsible auditor)
- Skattegrunnlag (Tax basis)
- A-ordningen (The A-scheme)
About the Individual Access Packages
1. Access packages available via registration in the Central Coordinating Register (Brønnøysundregistrene)
The ability to add a company to the access packages Regnskapsfører med signeringsrett and Ansvarlig revisor is automatically granted based on official registrations in the Brønnøysund Register Centre.
- The access package Ansvarlig revisor will only be relevant for auditing firms.
- To gain access to clients under either of these two access packages, it is a prerequisite that the customer account in Sticos Periode & År is registered under the specific entity that is officially listed as the accountant or auditor.
- Each of these two access packages will individually grant access to all functionality in Periode & År that requires Altinn access.
2. Access packages available via manual delegation in Altinn
The access packages Skattegrunnlag and A-ordningen are packages that must be manually delegated by the client in Altinn; they will not be available automatically without this delegation.
- The delegation must be made to the entity (organization number) registered on the customer account in Sticos Periode & År.
- Important note: For companies where the firm already holds the Regnskapsfører med signeringsrett or Ansvarlig revisor packages, the Skattegrunnlag and A-ordningen access packages are not necessary.
- Combined, the Skattegrunnlag and A-ordningen packages grant access to all functionality within Periode & År that requires system access via Maskinporten. The A-ordningen package is required to retrieve reconciliation data for payroll, employers’ national insurance contributions, and withholding tax, while Skattegrunnlag provides system access to all other functionalities requiring access packages.
Where in Periode & År do we use the system access?
Once the system access is activated, the data flow will run automatically in the background. The system access is used to secure and automate the following tasks:
- Submission of the shareholder register statement (aksjonærregisteroppgaven)
- Submission of property information and other third-party information (Childcare, Gifts to voluntary organizations etc., Payments to self-employed individuals)
- A-messages (Salary A06/A07): Retrieving summarized payroll information for automated reconciliation of salary, employers’ national insurance contributions, and withholding tax. (Available during June, once Skatteetaten launches the new solution in production).
