Altinn 3 and Period & Year: What the transition means for you
There has been a lot of attention surrounding the closure of Altinn 2 and the requirement to transition to “System Access” (Systemtilgang). For those using Periode & År for the 2025 annual accounts, there is no cause for concern. We have planned the process to ensure the transition is as seamless as possible for you as a user.
Status for the 2025 annual accounts
For the vast majority of tasks you need to submit during this period, no new actions are required. Here is how the various submissions are handled:
- Annual Accounts (RR-0002): Periode & År already delivers annual accounts directly to the new Altinn 3 platform. We have chosen to retain the ID-porten (BankID/MinID) solution for submissions. This means you sign and submit in exactly the same way as before.
- Shareholder Register and Third-Party Reporting: For the deadlines in January and February 2026, Altinn 2 was utilized. You did not need to set up anything new to deliver these on time. The same applies to the submission of the Shareholder Register Task for 2026 until we open for submission to Altinn 3.
- Tax Return (Skattemeldingen): This has already been modernized and runs on Altinn 3, just like last year’s settlement.
Note: The handling of A06 and A07 is still under development by the Norwegian Tax Administration (Skatteetaten). We are monitoring developments closely and will implement support for this as soon as the technical framework is in place.
What is “System Access”?
The Tax Administration has decided that the old method using a “computer system ID” (username and password for professional systems) will be replaced by System Access.
Briefly explained, this is a digital authorization granted directly to Periode & År, rather than being linked to an individual person or a manual password. In the long run, this will make the submission of the Shareholder Register Task and third-party information even easier, as you will no longer need to deal with a system ID for every submission.
The Way Forward and Our Plan
We are currently working on an integrated solution within the Client Registry that will automate this setup for you:
- Create System User: You will be able to create the system user directly from Periode & År.
- Client Delegation: You will be able to delegate client access for the system user directly within the program. This means you can assign the necessary authorizations the system needs for your clients internally, without having to log into Altinn for each individual client.
- Launch: We will launch this functionality during the spring of 2026, well in advance of Altinn 2 closing in June.
- Guidance: You will receive detailed guidance from us as soon as the solution is ready.
Summary: You can safely proceed with the annual accounts as planned. We will ensure the technical transition happens in the background, and we will notify you as soon as it is time to activate the new system access for future tasks.
